Well written defense of the necessity of adding clarity and purpose to our Constitution through the Amendment process. Justice Stevens sees the Constitution as a framework for popular government (of, by, for the people, especially by). I strongly recommend Stephen Breyer's "Active Liberty" as a companion read.

This is a very interesting book. Retired Justice Stevens' arguments are very detailed and he gives background and historical information to support his ideas. I highly recommend this book.
